Error 651 in Windows 7 is a very well-known bug which appears while you try to connect to the internet using PPPoE connection. The bug displays an error message : "Error 651:The Modem (or other connecting device) has reported an error". These connection will however works fine in the other operating systems like Windows XP and Windows Vista.
Error 651 Windows 7 Solution
The problem actually caused by the raspppoe.sys file which is found in the "C:\Windows\System32\Drivers" folder. So replacing this file with a new one will solve the problem.
Download raspppoe.sys (Unzip the Folder and Place the raspppoe.sys in the folder : C:\Windows\System32\Drivers)
Note: Try to rename the previous raspppoe.sys file instead of deleting. It will be helpful in future if something goes wrong.
